Is there a way to leave private comments on an image where the photographer has asked for a request (after you have voted)? I don’t like to leave comments that might effect the way another person would vote for an image.

Public comments aren't viewable when a person is voting on an image. The only way this would influence someone would be if they saw the image elsewhere and then came across it voting at which point they're opinion was already made anyway.

Yes, there is a way, but you will have to go through a little effort to do this. You can always leave a private comment when directly viewing an image. To do this for a comment request you would have to note the photographer, look at their all image screen, find the image you wish to comment on, then view that image. This screen will allow a private comment. After you comment, you can remove the comment request from your queue via the ignore button. As an aside private comments will reveal your email address to the receiving photographer (some people may be skiddish about that). While not simple, you do have a choice to comment privately.
There is some planning ongoing for revisions to the comment request system. Prehaps one of the new features will be to allow private comments directly from the comment request answer screen. WE
