I would hope that site wide voting requirements don' t apply for upload when dealing with a newbies. If not then a change is in order. I'd hate to see a newbie locked out based on our behavior. What message would that send?

If the site wide average falls below a point we are not able to upload (at least that's how I understand it), I just wanted to be sure that a first time visitor would be able to.

For instance when I just tried to upload I got this:

Upload Image
Use this form to add images to your account

The site-wide vote/image ratio is 1.3986. A vote ratio of less than 1.5000 for the whole site is not permitted, therefore uploads are disabled for everyone. You can help raise the ratio by voting!

Sorry for the inconvenience. This policy exists to help everyone get votes faster.

Not sure I remember the exact details, but isn't a 1.5000 voting ratio the pivot point? When the voting ratio is above 1.5000, then no one is constrained in uploads (if they have the slots available). When below 1.5000 voting ratio, then those users and members with individual voting ratios below 1.5000 will not be able to upload. However, even if the ratio drops below 1.5000, anyone with a 1.5000 ratio or higher would continue to be able to upload.

Seems like the newest members would be most able to achieve the threshold voting ratio.

Anyone have a different take on this mechanism
?

edited to add: Guess I was typing (too slowly) while Chris was posting
.

edited again, to add: I am able to upload images. My vote ratio is above 1.5000. So, might be an intermittent problem.

This is how I understand it to be also.  Voting ratio is 1.40XX at the moment and I was just able to upload a test image (& deleted it right away) since my own voting ratio is above the 1.5 threshhold.  Off to do some voting

I have a 2.0 weight. Not high, but I am fairly new and still learning. It wont let me upload to anything but the challenges.

The main message on the page is: therefore uploads are disabled for "everyone".

Strange that I was able to upload an image just a few minutes ago   Hmmmm, am I in the twilight zone?!   And I just tried doing some voting and twice within 5 images, I had voted on an image and then that EXACT image came up for voting again ... very weird!  I gave it the same vote and got a message that I'd already voted so at least it didn't register 2 of my votes on the same image.  I think maybe I better go do some yardwork instead and come back to vote later

Jill, Your vote ratio is 1.344:1 (3398 cast : 2539 received). When the overall site vote ratio falls below 1.5, uploads are suspen
