Frames are definitely allowed but many members
discourage the use of them and some will give a
lower rating of the picture when a frame is present.

Frames were called distracting in this thread.
and again in this thread which had a fairly good discussion of them.
I'm sure there are places...
These are where I first got the impression that
frames are discouraged here though.
In general I personally think that a simple
border is OK.
Choosing the right background color of those
that are available may be even more important
to consider though.

Think of it as matting a print. It is all about presentation! If you pick the right color and size it can compliment the print. But if not, it can destroy the presentation. You can pick Blue, Gray, Black, and White as a background color here at DA. And you can add to your photo any size and color for a frame. But do it carefully! Think Presentation, Presentation, Presentation... If a viewer eyes get drawn to the frame all the time it is distracting, and this will most likely cost you a point or more.

I used to think that all frames were distracting but I've run across some people that use them so well that they become a part of the image.
This is one of those people.

Yeah, that was a pretty cool image, chris. I, personally like a simple border. I've started to use them on some of my images. I remember looking at one image of some flowers in a church that had brown border around it and it really made a mediocre image even worse so I know what you mean. But I don't lower the score just for that.

I have found also that the right frame can enhance an image. It's all about aesthetics. Some frames distract and some add to the comp. I have been experimenting a lot with them recently with good success. For some reason people seem to like them elsewhere more than here. Here is one I did yesterday that people seem to like:
Notice the frame sort of makes crosses at the ends, which miimc the cross in the pic.
Just like anything else in photography, you have to take care in choosing a complimenting addition to the pic.

This other one is an image I shot in a hurry yesterday for a contest challenge called, "Things you use everyday." I didn't think the image was all that great but I wanted to get something in before the deadline and apparently people like this image as it's scoring in the mid 8s.

BTW, if anyone is interested I purchased a PS action plugin called Menage Sloppy Borders, which contains these borders/frames and other effects. I got it on Ebay for $17.95
