Here's one answer from the FAQ Page.

What are signature awards and how do they work?

Signature awards work just like standard awards, except the rating used is calculated solely from votes by members who have either won an award on the homepage or are in the top 7.5% of the community (recomputed daily). This means that top performing members of the site select the winners of the signature contest through the normal voting system. See the about page for more information on how the signature awards can increase your account status.

Also, you can enter a contest by clicking "Upload Images" on your
My Account page. To get there click My Account on the menu
at the left of almost any page on the site.

Niki: rereading the info from the FAQ raises the point that Eric needs to change "award on the homepage" because all awards show up on the homepage.
