A active voter often reaches their voting buffer and is required to stop voting until more images are uploaded into the contest.  If time passes and 700 or 800 new images are added to the voting pool the next time they vote they will be getting a random selection of 1200 to 1300 images. 

If you have added 20 images during their voting down time (while they wait for the new images beyond the buffer). The next time they vote there will be a good chance that they will be presented with a number of your images to vote on.  You had eight of your 19 active entries selected (42%).  Not a unreasonable expectation in this type of situation.
