For reference, here is a thread illustrating how well the image manipulation function works on the site.

You may call the resizer like:
http://www.dailyawards.com/imager.aspx?ImageID=XX&Width=XX&Height=XX

Here is an image at full size, untouched
http://www.dailyawards.com/docs/images/003001024.jpg
Same image, full size, but run through the processor
http://www.dailyawards.com/imager.aspx?path=/docs/images/003001024.jpg
Same image, run through the processor and resized
http://www.dailyawards.com/imager.aspx?path=/docs/images/003001024.jpg&Width=640

You can also set the quality. I believe when it is set to pass-through the resize script, it maintains whatever the .jpg currently is.
20%
http://www.dailyawards.com/imager.aspx?path=/docs/images/003001024.jpg&Width=640&Quality=20
100%
http://www.dailyawards.com/imager.aspx?path=/docs/images/003001024.jpg&Width=640&Quality=100

Here are the exact options set within the imager script:

objGraphics.InterpolationMode = InterpolationMode.HighQualityBicubic
objGraphics.SmoothingMode = SmoothingMode.HighQuality
objGraphics.PixelOffsetMode = PixelOffsetMode.HighQuality
objGraphics.CompositingQuality = CompositingQuality.HighQuality
